Shmuel S. Oren is the Earl J. Isaac Chair Professor in the Science and Analysis of Decision Making in the Department of Industrial Engineering and Operations Research at the University of California at Berkeley and former Chairman of that department. Over the last twelve years, he has served as the Berkeley site director of the Power Systems Engineering Research Center sponsored by the National Science Foundation and industry members.
Shmuel has published extensively on the subjects of nonlinear pricing and the application of such pricing in the context of telecommunications and electric power, design of market incentives, bidding, transmission pricing, electricity market restructuring and other related topics. He also served as a consultant and reviewer of electricity market rules concerning congestion management, ancillary services and settlements to the Brazilian Electricity Regulatory Agency, the Polish Transmission company, and the Alberta Energy Utility Board. He is currently a Senior Advisor to the Market Oversight Division of the Public Utility Commission of Texas (PUCT) and a consultant to both the Energy Division of the California Public Utility Commission (CPUC) and the Bonneville Power Authority. Shmuel has appeared as an expert witness before FERC and has been a member of the Department of Energy task force on the National Transmission Grid Study.
Dr. Oren holds B.Sc. and M.Sc. degrees in Mechanical Engineering from Technion University in Israel and M.S. and Ph.D. degrees in Engineering Economic Systems from Stanford University.
